How To Edit like Sean Archer

So I have noticed that the brush outline disappeared in few instances, I have no idea why. My guess is that my graphics card might be causing some issues, or it's the problem with Wacom drivers and Windows 10. I am using NVIDIA GEFORCE game play recording software, Wacom small pen and touch, Photoshop 2018 and Windows 10. All up to date with drivers.
