He helps the relatives of the missing to negotiate with criminals. People haven't much hope for the law enforcement officers. ‘Police had authority to arrest the kidnappers, but they didn't want to,' says the father of one of the missing with tears in his eyes. He paid a ransom for his daughter, but she was killed. In captivity, the girl was starved and raped. Criminals consider their victims a product that can be exchanged for money.
